Android #17 is half human and machine, so yes a cyborg. (The series called him an android and an old guy built him. Question them!) He runs with unlimited supply of artificial energy which makes it impossible to sense any energy from him. Because of his unlimited supply, he doesn't get tired or exhausted from fights, unless your person could over power him and deal great damage. If they were equally matched, that person is doomed. 17 fights brawl, punches and kicks. He has flight and enhanced strength ability which would make humans look like puppies to kick. He's a good energy blocker with Energy Shield. One important thing, he has a bomb in his chest which he could use to detonate if he wanted to. Good thing is, he doesn't like to use it.

Seventeen opened an Archway to his world. Because of this, he payed by giving up his unlimited stamina. So what does that mean? He has stamina and limitations! Seventeen has upgraded to becoming more human. His artificial energy is still undetectable!
