Personality:
17 can be childish despite his apparent age. To pass the time, he would treat almost anything (or anyone) like it’s a game. 17 is a thrill seeker and doesn't like to complete tasks easily, he prefers the challenge along the way. On his assigned mission to seek out and kill Goku instead of flying, which made more sense, he drove a car. For him, the longer the game is, the better. He would pout if someone tried to make it simple for him. When Piccolo’s strength suddenly increased, 17 was thrilled, it was a better challenge. Later in the series, 18 commented on how both Son Goku and 17 could be immature. During the Tournament of Power, 17 prolonged some of his matches to test his opponent’s strength before he pushed them out of bounce eliminating their participation in the remaining tournament.
Ten years later his childish trait isn’t seen as frequently because he has a family to take care of. 17 learned when to draw the line between fun and games and responsibility. He got married and now has three kids, two which are adopted and one of his own. This was the point in life where 17 had to step down and take care of this family. He went to great lengths to get a job to cover all their expenses. 17 put his family first, even for a wish he had in mind for them, to travel around the world on a cruise ship. It is suggested that 17 has a soft spot for kids. He adopted two kids, possibly because he related to them because 17 grew up as an orphan. He also warmed up to Marron, 18’s daughter. In the manga, 17 agreed to join the tournament to pay a debt to Krillian for granting both 17 and his sister a wish, to rid them of the bombs implanted in their chests. In the long run, 17 has grown to love his family, live and enjoy a steady life.
One of the strongest traits 17 has is his sense of self. He would refuse to take orders from his creator and would make his own choices. His freedom was taken away by the concept of following orders. He hated it. He would also put his pride on the line even if it meant he would die. When a fight wasn’t going in his favor, he would stubbornly continue on, looking for more options. He was also respectful enough to step aside when it wasn’t his fight. He did this when his twin sister, 18, was in a match. He didn't interfere until the other side tried to outnumber 18. Even though his pride was on the line, bluffs did not affect him. When Piccolo tried to taunt him during their battle, 17 kept his head cool, focusing on what was really going on in the fight.
Years later when 17 matured, he grew a stronger sense of himself and kept an open mind. Even though strength was absolute in most fights, 17 looked for alternatives to beat his opponents. In the Tournament of Power, 17 coordinated with 18 to use the enemies’ powers against them, and win by forcing them out of the ring. 17 was able to detect a tiny opponent without the use of ki sensing, but with sound. He also figured out how to take out the core of one fused monster to shut him down for the party to ring him out. Anything that seemed out of the ordinary to him, he would quickly take note of it and use whatever he could. 17 was very observant, and has proven this many times during the Tournament of Power. He was able to get an idea of the enemy’s weakness either with past experience or knowledge working with animals in his life.
Even though 17 is part machine, his human emotions remain. During their travel to find Goku, 17 did not take any other lives besides Dr. Gero's. Anyone who crossed their path, 17 only slowed them down so they wouldn't interfere. Even when facing the fighters, he told them he'd rather not take their lives since they were meaningless to him. He also helped activate Android 16, despite Dr. Gero’s warning. As someone who had remained dormant for a long time, 17 knew the feeling too well and wanted to free 16 from it. 17 was also pretty good at looking out for other androids, especially his sister. During his encounter with Cell, 17 grew worried for Piccolo, who was fighting Cell to keep him away from the twins. Android 16 noted how the twins didn’t kill out on a whim and thanked them for that during their road trip.
Part of his humanity grew as he started his own family and life. He enjoyed his job: watching over the Monster Island and protecting the creatures from poachers. He showed self-sacrifice later on. First, he flew out of the poacher’s spaceship with the alien poacher who threatened them with a bomb to avoid animal casualties. During the tournament, 17 threw himself in front of opponents to save his teammates. 17 didn’t hesitate to use that opportunity if it meant an advantage for the team. 17 bought time for Son Goku and Vegeta when they were down, protecting them. 17 thought over exerting his energy would end his life, but it was just enough to end a deadly blow against the Saiyans.
Abilities:
17 is half human and half machine, thus an android (really cyborg is the correct term but its DBZ). Like anyone in his universe, he can fly and shoot beams from his palms. The beams he shoots are enough to take down a building or shoot a hole through a fighter if they aren’t strong enough to handle it. Thankfully, Dr. Gero didn’t modify him to blow up a planet. He can also make a energy shields around him to hold off incoming attacks.
He has inhuman strength and speed enough to withstand a Super Saiyan blue (Super Saiyan 1, 2, 3....). Also, he is an unlimited energy model, in other words, he never gets tired. He is like an energizer bunny that will tire out his opponent if the person can’t either finish him off quickly or overpower him.
